Why rent a car at Value?
Value is dedicated to providing quality car rentals at affordable prices. Our customers can always find the best rate and friendly service when booking with us. We have minimum requirements to accommodate everyone who needs a vehicle for personal use or pleasure.
What does it take to rent a car?
All drivers must meet the minimum age requirements, have a valid driver's license, clean driving record, and present a major credit card in his/her own name at the time of rental (please refer to Payment Section below for those renters who do not have a major credit card). International renters/drivers must have a valid drivers license from renters/drivers country of origin, a valid international drivers license if the drivers license of origin is not in Roman alphabet. Value requires written proof in English of liability insurance covering injury to third persons or their property and collision and comprehensive insurance covering any Value vehicle while on rent.
California Renters: Value requires written proof in English of liability insurance covering injury to third persons or their property and collision and comprehensive insurance covering any Value vehicle while on rent. Written proof should include the name and address of the insurer and the policy number.
How can I get a copy of my receipt or rental agreement?
If you rented within the past 30 days, please contact Value at 407-574-3004 and provide the following:
- Spelling of full name of renter
- Mailing address and/or fax number where you want receipt to be sent
- Dates of rental
- Confirmation number
Please allow up to 72 hours for response.
Does Value have a lost and found?
If you've left a personal item behind, please call Value Car Rental at 407-574-3004. We recommend that you report your lost item immediately, as we can't guarantee its return, but we'll do our best to find it.
Accidents:
Immediately contact the police to complete an accident report and then you must notify Value Car Rental within 24 hours of the accident. In most incidents, you will need to return to the rental office to complete an accident report for Value Car Rental's records and your own. This report is for both parties' protection, and is particularly important if you have purchased a waiver of damage. You must allow 60 minutes before leaving the rental counter for this procedure.
Additional Drivers:
The charge for additional authorized drivers is $7.99 per day, per additional driver.
For those renters who make a reservation directly with Value Car Rental either by making the reservation at Valuecr.com or by calling us directly at 407-574-3004, the additional driver fee will be discounted for the following:
- The renter's spouse
- The renter's mate, life partner, or similar
This can be shown by having the same address on the additional driver's / renter's driver's license.
To receive the additional driver discount, the renter must have made a reservation with Value Car Rental prior to arrival at the rental counter and have received a confirmation number which begins with VAL.
To qualify as an additional authorized driver, the additional driver must meet all rental qualifications as the primary renter. The following are additional requirements for additional authorized drivers:
All additional authorized drivers must be present at the rental counter and sign the rental agreement as an additional authorized driver.
All additional drivers must present a valid Driver's license.
For renters under the age of 25, all additional charges and restrictions apply. See Underage Policies.
Exceptions:
For disabled renters who can prove disability by providing a disability card, and are accompanied by an authorized driver, the additional driver fee will be waived on all rentals.
Cancellations:
Cancellations and No Shows
Reservations are automatically canceled after 4 hours of expected arrival time during off-season.
Reservations are automatically canceled after 2 hour of expected arrival time during peak-season.
If you no longer need to rent a vehicle from Value Car Rental, please call us at (407) 574-3004 to cancel at least 48 hours before the date and time of your reserved pick-up time, in order to cancel your reservation without being subject to a $50.00 Cancellation / No Show Fee.
CDW:
If you do not purchase Collision Damage Waiver, you are responsible for all damage to the rented vehicle . If you purchase Collision Damage Waiver, we will waive all, or a portion of, our right to collect from you for damage to the rented vehicle caused by collision or upset. The amount of your responsibility varies according to the type of vehicle you rent. We will not waive our right to collect for comprehensive losses such as fire, theft, vandalism, flood, hail, or acts of God. In addition there are other exclusions from Collision Damage Waiver. Collision Damage Waiver does not cover tires, keys or glass. Please read the back of the Value Car Rental Agreement for a complete list of exclusions.
CDW is optional; your personal auto policy may cover damage to the rented vehicle. If you are renting a truck larger than a pick-up truck, your personal auto policy may not cover the rented vehicle. Check with your insurer if you are uncertain.
Concession Recoupment Fee:
Some Airports charge a fee for conducting car rental business in the airport terminal or consolidated rental car facility. The fee is added to the rental charges, collected by Value Car Rental and remitted back to the airport authority.
Domestic Renters:
For those customers who are not local renters, but reside within the United States the following policies apply. Additional restrictions will apply for renters under the age of 25. Please see Underage Rental Policies.
Payment Type ‐ Check Card, Prepaid Card, Debit Card with a VISA/MC logo or Cash Deposit:
The primary driver must provide proof of full coverage comprehensive insurance in order to decline coverage.
By purchasing of our Collision Damage Waiver (CDW), a charge of $100 over the estimated total will be taken at the time of pickup.
By declining our Collision Damage Waiver (CDW), a minimum charge of $300 over the estimated total will be taken at the time of pickup.
Cardholder must be present with his/her credit card at the time of rental and be listed on the rental contract as an authorized driver.
Cash rentals to United States residents, we must be able to verify proof of residency in the form of a utility bill with the renter's name on it.
The deposit will be credited back to the account upon return of the vehicle and satisfactory settlement of the charges within ten (10) business days.
Payment Type ‐ Major Credit Card
For Major Credit Cards, a hold of $300 or 30% over the estimated total, whichever is greater, will be taken at the time of pickup.
Driver's License:
The renter or any additional authorized driver's wanting to drive the rental vehicle must present (at the beginning of the rental) a motor vehicle driver's license that is valid for the entire rental period. A valid motor vehicle drivers license means a drivers license that has not been suspended, expired, surrendered or revoked and includes an expiration date occurring after the end of the rental period. The following motor vehicle drivers licenses are generally acceptable in the U.S.
- A valid motor vehicle driver's license issued by any state, territory or possession of the U.S.
- A valid temporary driver's license issued by any state, territory or possession of the U.S.
- A traffic citation issued by any state, territory or possession of the U.S., as a temporary license, valid for the entire rental period (the court date being the expiration date) accompanied with a second form of photo identification with signature (excluding the credit card used for rental).
- A valid U.S. military identification card plus an expired driver's license for active duty U.S. military personnel in those states where active duty U.S. military can drive on an expired driver's license.
- A valid driver's license issued by a province or territory of Canada.
- A foreign drivers license* issued by the country of residence of the renter and additional drivers. If the drivers license in not in English, the renter and drivers will be required to present both the foreign issued drivers license and a current International Drivers Permit (IDP); or, if from Japan, a Japanese Translation Service. An IDP does not give a person the right to drive, but provides a certified translation of the valid foreign drivers license. An IDP can be obtained in the driver's country of residence only with a valid drivers license. An IDP (or certified translation) without the foreign issued drivers license is not acceptable.
*If the foreign issued drivers license is from a country where permanent or non- expiring drivers licenses are issued, the renter and any additional drivers will also be required to show their passport, visa or other current U.S. issued documentation at the beginning of the rental authorizing the renter or driver to be present in the USA at the time of rental.
Driving Record:
Driver Record Checks: In the U.S., before we will rent a vehicle and when the customer arrives at our location, the customer and any additional authorized drivers may be subject to a driving record and license check with the DMV. In the rare instance the driving record and license check fails to meet our criteria, we reserve the right to deny the rental based on the DMV report. The drivers have a valid license that is not currently suspended, revoked, expired, or surrendered.
The drivers have not, during the last 48 months, pled guilty or paid a fine for, or otherwise been convicted, of:
- one or more accidents with a fatality or bodily injury,
- operating a vehicle, or permitting the operation of a vehicle, without a license or without insurance,
- possession of a stolen vehicle or using a vehicle in a crime, or,
- failure to report an accident or leaving the scene of an accident.
Energy Recovery Fee:
A separately stated nominal Energy Recovery Fee will be assessed by Value Car Rental. The daily fee is imposed to offset the rising energy costs related to our business. Where assessed, the fee will be included in the total price quoted at the time of reservation.
Equipment:
Baby Seat
- Child-restraint seats may be available at the rental location for an additional charge of $7.99 per day.
- Please check availability upon arrival.
- Children under 16 years old must be secured in a child passenger restraint system or safety belt.
- Children under the age of 4 must be in a child restraint, and children between 4 and 5 years of age must be either in a child restraint or in a safety belt.
- Children under the age of 4 must be in a child restraint, and children between 4 and 5 years of age must be either in a child restraint or in a safety belt.
- Children younger than 4 years of age or less than 36 inches in height must be restrained in a child restraint.
- Children ages 4 years but younger than 17 must be secured by a seat belt.
GPS
- GPS units are available for rent upon request at the time of arrival for an additional charge of $7.99 per day.
- If the GPS device is not returned, you give us permission to charge the card on file for $250 to replace the unit.
Fuel Policies/ Charges:
The renter must refill the gas tank of the vehicle within a 10-mile radius of the rental return facility and present a fuel receipt to avoid a refueling charge unless the renter chooses the prepaid fuel option. If the renter chooses the prepaid fuel option, the renter will pay a specified charge as set forth in the rental agreement and have no obligation to return the vehicle with a full tank of fuel. There is no credit or refund given for any fuel in the tank at the end of the rental. If the renter does not choose the prepaid fuel option and does not return the vehicle with a full tank of gas, the renter will be required to pay a fuel charge to compensate Value Car rental for the cost and service of refueling the vehicle. The fuel charge is based on the estimated number of gallons needed to refill the tank multiplied by the rate per gallon charge specified in the rental agreement. Value Car rental may use different methods of estimating the number of gallons needed to refill the tank and these methods of estimation necessarily rely on human judgment. Value Car rental estimates the number of gallons needed to refill the gas tank either (1) by reading the fuel gauge to estimate the approximate amount of fuel needed to refill the tank (for example, one-half tank) and multiplying that number by the manufacturer's specified fuel tank capacity, or (2) if the renter did not purchase any fuel during the rental, by reading the odometer to determine the amount of miles driven during the rental and dividing that number by the vehicle's estimated average fuel efficiency (miles per gallon) based on the manufacturer's fuel efficiency specifications.
Insurance:
Accepting Coverage
- Coverage accepted at the time of pick up cannot be removed from the rental agreement unless the renter returns to the rental counter, has the vehicle checked by the car rental staff and signs for the coverage to be removed.
- Declining Coverage
- The renter will be solely responsible for the vehicle itself and any third party claims made against it.
- Please check with your insurance agent for more information about your state coverage requirements as they compare with the state that you are traveling to.
CDW
- CDW (Collision Damage Waiver) is not insurance. This coverage eliminates the renter and/or any authorized drivers financial responsibility if the vehicle is involved in an accident as long as the terms and conditions of the rental agreement have not been violated.
- If the terms and conditions are violated, CDW is void and the renter is fully responsible for all costs associated with the repair of the rental vehicle and any related fees.
- If you decline CDW, you may be responsible for up to the full market value of the car in the event of an accident. If involved in an accident, you must contact your insurance company and obtain a claim number.
- CDW does not cover any 3rd Parties or Unauthorized drivers.
- Theft, glass, tires, acts of God & fees associated with the collection of the damages are not covered.
- If the rental vehicle is damaged or you are involved in an accident/incident, you must contact the local Police Department and obtain an accident report. Failure to obtain an accident report will void CDW.
- CDW has a deductible of $500 and price starts at $18.99/day.
PAI/PAC
PAI/PAC is an optional accidental death and medical insurance policy offered at Value Car Rental. Coverage is extended to you and your passengers according to the terms and conditions of the policy. PAI/PAC can be purchased for , an additional charge per day or partial day of the rental. PAI/PAC benefits apply to vehicle accidents only. PAI/PAC is priced at $9.99/day
SLI
- Supplemental Liability Coverage protects the renter and/or any authorized drivers against claims made by a third party for bodily injury and/or property damage sustained as a result of an accident while operating a rental up to $100,000.
- This coverage is in excess to the renter and/or any authorized drivers own automobile liability insurance and over the underlying insurance specified within your signed rental agreement.
- SLI is subject to the terms and conditions of the rental agreement.
- SLI is priced at $14.99/day.
Insurance Covered by my Credit Card:
Your credit card may cover your responsibility for damage to our vehicle. However, that coverage is almost always secondary or excess to any other coverage you might have, such as your own auto insurance policy. In the usual case, credit cards wind up covering only the deductible on the collision and comprehensive portion of your personal auto policy. To be certain, you must check the terms of your credit card agreement.
Local Renters:
For those customers who do not have a return airline boarding pass or reservation, the following policies apply:

The primary driver must provide proof of full coverage insurance for the United States in English in order to decline CDW and SLI.
If proof of Collision Insurance only is provided, then SLI must be accepted.
If proof of Liability Coverage only is provided, then CDW must be accepted.
If no proof of coverage is provided, CDW and SLI must be accepted.
The rental location will make a copy of the primary driver passport that shows an entry stamp into the United States within the past twenty eight (28) days.
The rental location will make a copy of the primary driver license.
A hold in the amount of the estimated total plus $200 will be taken at the time of pickup.
Parking Tickets, Traffic Violations and Toll:
Parking tickets, traffic violations and tolls are the responsibility of the renter. A third party subrogation company may be utilized to recover any fees associated with unpaid violations. A service charge of up to $50 in addition to the cost of the violation may be assessed to defer the cost of collection

Personal Policy Auto Coverage:
Every Value Car Rental car is rented on the assumption that your personal auto policy will cover all liability claims for injuries to others that you cause. This keeps our costs down and we pass that savings on to you in the form of competitive prices. To find out if you need to provide proof of insurance, refer to proof of insurance policies.
Privacy Policy:
Customer privacy is very important and taken very seriously with Value Car Rental. It is our policy that customer mail or e-mail information will not be shared with 3rd parties except in the case of contracted partnerships for the purposes of providing added benefits to our customers. Credit information will not be shared with any 3rd party.
Proof of Insurance:

Reservations:
It is the policy of Value Car Rental to have the confirmed vehicle available for calendar day of the scheduled arrival. If your reservation is for arrival within the last hour of operation and your flight is delayed, the location is required to remain open for an additional hour to accommodate late arrivals. Should you arrive after this time, Value will hold your vehicle for pick up until 9:00 am the next morning.
Supplemental Liability Insurance (SLI):
Liability coverage included with each rented vehicle is limited to the minimum coverage permitted by each state. In some cases, total coverage may only be as little as $10,000. Your own personal auto policy may also be similarly limited. SLI increases your liability coverage to the amount specified on your policy, up to $1 million combined single limit for each accident. This coverage greatly expands your liability protection, perhaps even beyond your own personal auto policy. SLI covers injuries to persons and property you damage while driving the rented car. It does not cover you or passengers in the rented car. Restrictions apply, ask for a copy of an SLI brochure at the rental counter.
Upgrades:
Value guarantees the reserved vehicle category. If the category is not available at the time of rental, a vehicle in a higher category may be substituted at the confirmed rate.
Vehicle Hold:
It is the policy of Value to have the confirmed vehicle available for calendar day of the scheduled arrival. If your reservation is for arrival within the last hour of operation and your flight is delayed, Value will hold your vehicle for pick up until 9:00 am the next morning.
